Care2Care International, based in Portsmouth, New Hampshire, was founded in February 2021 by Andre Wencker (CEO, ex-French health insurance executive) and Pascal Orliac (CMO). The company offers a suite of Rx services for self-funded employer health plans: a transparent, pass-through pharmacy benefit management program ('Choice Rx'); a mail-order program sourcing FDA-approved prescription drugs from brick-and-mortar pharmacies in Canada, the UK, and other Tier-1 countries; and concierge/advocacy support helping patients access Manufacturer and Patient Assistance Programs for specialty drugs. Its stated goal is to cut plan drug spend by leveraging international pricing and pass-through fee models.
